The reason is that the game will be released on August 16, 2022 or the third Tuesday of every month. Also, although the game was announced with a pre-release date, it is not available for pre-order. These two facts overlap vagabondThe game was already confirmed for PS Plus Extra/Premium in July 2022. Stray will be available on the third Tuesday of the month, July 19, 2022 and is not available for pre-order.
Presented during the Rolledrome Game Status console specific. It will also be available on Steam. But during the event, there was no mention of it being included in the PS Plus Extra / Premium for August 2022, unlike the Stray. This makes the game slightly less likely to be part of the subscription. It would have made sense to announce this during the event to give more value to the new PS Plus.
