A few GTA games also have references to Carcer City, but so far fans haven’t been able to get excited about it.

That should probably change in GTA 6. As Matheusbr9895_ wrote on Twitter, expect GTA 6 to come to Vice City, Cuba, and Carcer City. Insider Onion00048 also previously stated that GTA 6 fans can experience a parody of Chicago. So there may be little truth to the rumour, as another leaker has highlighted a similar setup. According to GTA_VI_Leak, the next title should go to Vice City and Carcer City. Also, in GTA 6, three heroes must be again.
