The information comes from leaked documents in the US Federal Trade Commission case against Microsoft. Company executives discussed the future in May 2022. It is doubtful whether plans have changed since then. To realize this concept, complete convergence of the cloud gaming platform and physical hardware is required. Microsoft is gradually trying to do this, for example with Microsoft Flight Simulator.
If Microsoft went this route, hardware design would begin in 2024, the first dev kits would be available in 2027, and the first hybrid cloud games would be released between 2024 and 2026.
