Recently released Roblox documents that have surfaced online after the recent hack show just how far Roblox is willing to go to gain a foothold in the Chinese market. As Vice’s Motherboard first reported, the set of documents includes a series of presentations showing Roblox’s strategy to expand its presence in China. These articles include the presentation China MVP Ideas from Aug Trip (2017) and an article describing the intricacies of a possible relationship between Roblox and Tencent titled China Government Policy (2018), both of which detail the steps that Roblox will need to take if it wishes to do so. to enter the lucrative Chinese market.
In the documents, Roblox discusses adherence to China’s policies necessary to do business in the country, including adherence to China’s views on its territorial integrity. This means that the company and any games on its platform must “respect the integrity of the country and not distort the territory of China” with respect to territorial disputes related to Taiwan, Tibet, the South China Sea and the Aksai Chin.
It also means that Roblox will have to verify the identity of its users in China and collect national IDs to help track criminals like child predators. Roblox is willing to accept this policy, but recommends that international players are not allowed on Chinese servers. These users will also collect the same data as Chinese users.
The Chinese government policy document outlines other criteria that Roblox games must meet in order to comply with Chinese policy. It should be noted that the games are not allowed to interfere with historical facts, with some vague examples revolving around depictions of Hitler. At the same time, the games must not promote ethnic division or discrimination and must not incite national hatred in any way.
Horror and violent games will be banned, games must not contain images or names of national leaders, and creators cannot promote polygamy or casual sex.
In response to the leaked planning documents, a Roblox spokesperson told Motherboard, “Roblox’s policy is to comply with the laws of the regions in which we operate, including China.”
Roblox released a version of its platform in China in 2021 called LuoBuLeSi. However, the site closed the same year. Roblox gave little insight into why the effort was so short-lived, other than that the company was making a “necessary investment” in “data architecture.”
