In a blog post in 2020, Mojang announced that it was transferring all Minecraft Java Edition accounts from Mojang to Microsoft. This is a required change, so unless you switch accounts when the time comes, you will no longer be able to play Minecraft unless you use the launcher.
On the plus side, though, once you sign into Minecraft with your Microsoft account, you’ll unlock a shiny new cape, and possibly more, as Mojang hints that players get “more than one outfit to show off.” New Minecraft accounts are automatically set up with Microsoft instead of Mojang.

How to activate minecraft raincoats
If you have the official Minecraft raincoat you can put it on before starting the game, however your Bedrock Capes are exclusive to this version. The same goes for all layers obtained in the Java version of Minecraft.
For the Bedrock version, open the app and press the button to enter the dressing room from the main menu. Next, click on the tab on the left side of the screen with the red layer with the Mojang logo. This will show all of your available raincoats, so choose one and hit put.
For the Java version, you need to open the launcher and click Minecraft: Java Edition from the tabs on the left. This brings up a few options at the top, including skins. Click this option to open all your current skins. From there you can create a new skin or edit an existing one. In the skin file selection option, you will see all your officially available layers.

There is one caveat: other players you meet on Minecraft multiplayer servers won’t be able to see your cape unless they have the same mods installed. Therefore, the only way to get raincoats that will be visible to everyone is to wait for Mojang to offer you the official raincoats when transferring your account.
