Combustion, like others, received its secondary evolution with the release of Generation 4 and the Sinno region. Since Pokemon Legends: Arceus is a preview of the region from a previous point, it makes sense that round one newbies would respawn here.

Burning will transform into Yanmega as soon as he learns the ancient power.
This Pokemon learns ancient strength at 34 levels and will master it at around 10, then 45. After that, trainers must modify Combustion’s move kit to include ancient power and adventure before it can gain a level. After that, the species must be adapted for evolution. If trainers manage to miss Burning after this threshold, I would advise them to check their known moves as soon as possible.
Burning can be seen at Gapejaw Bog, Ursa’s Ring, and Droning Meadow in Scarlet Maryland, or at Heavensward Lookout in the Coronet Highlands.
Also known as the “Holy Wing” Pokémon, Ian clearly resembles a dragonfly. Despite their apparent fragility, these wings can generate enough wind power to blast a house into the sky. Hisuian PokeDex number #105.
Its enhanced form, Yanmega, is known as “Ogre Darner” after the darker type of Pokémon Green Dragonfly or “Ogre”. This species is “extremely ferocious” and does not expend energy on hunting, targeting the most vulnerable prey.
