An Apex Legends player tweeted a video showing he received three treasure packs. Most players understand the absurdity of this, as the community has members who haven’t inherited it yet. Players who have played since launch have yet to get one, which means he may be the luckiest player in the game.
It’s definitely a steep climb for the community, but with the new level cap increase, players can unlock Legacy by simply hitting the level cap. So it can take a long time to reach level 2000.

Respawn has announced that players will automatically receive an heirloom for the 500th Apex Pack that they haven’t received before. So this player has three legacies in 30 minutes, it can take years for a player to get just one.
Obviously the system is broken and one of the worst loot systems out there. A Legacy should feel special, but it’s clear there are some players who don’t have it after years of playing.
Presumably, Respawn Entertainment is too busy trying to fix bugs and issues like the Loot Bin trap and won’t be focusing on drop rates for a while.
