This news comes from Tom Henderson, who has regularly leaked details about EA games in the past.
In recent years, FIFA games have been released in the last half of September or the first half of October. This four-week period is around a month after the end of the summer transfer window, so this date is not too surprising.

FIFA 23 Rumors and Leaks
Tom Henderson, an industry expert who regularly shares information about upcoming releases, reports that FIFA 23 will host both men’s and women’s FIFA World Cup tournaments for the first time.
Additionally, Henderson claims that several women’s soccer leagues will be sold out. So far it has been reported that the FA Women’s Super League, National Women’s Soccer League, Frauen-Bundesliga and D1 Arkema will all be included. The technology has also reportedly improved, with the developer now able to use stadium cameras to capture player animations.

FIFA 23 is coming to Xbox Series X|S, PS5 and PC† Support for the outgoing PS4 and Xbox One generation has not yet been confirmed, but it is likely.
