Due to complex registrations, 81% of Brazilians complain about bureaucracy when consuming

While household consumption was one of the main factors responsible for the country’s 1% GDP growth in the first quarter of 2022, Brazilians still face a hurdle when buying goods and services: the difficulty of proving who they are. From buying a product in a store to exchanging electricity, gas or phone bills, 81% of the population say they have experienced some difficulty verifying their identity in consumer situations. The need to register, for example, is the reason why 42% of people have already abandoned a purchase.

The data comes from the “How much does it cost to prove that you are you” survey conducted by the Lokomotiv Institute at the request of Unico, a leading digital identity company. According to the survey, 61% say they have lost money due to bureaucracy when it comes to consumption.

Nearly half (48%) of respondents have already paid more for an online purchase because they don’t want to take the time to create an account in a new store. Inability to use the discount to which they were entitled in stores, parking lots and pharmacies, due to the fact that they did not currently have payment documents with them, was noted by 36% of respondents.

Eight out of ten say they waste time coming in person to hire or change their telephony plan. Seven out of ten say they lost money because they couldn’t buy, sell, or rent a car because they didn’t have an identity document when doing the task.

The survey included 1,561 people nationwide, over 18 years of age, grades A to D, and with Internet access. Other difficulties in dealing with consumers are:

  • 49% have stopped exchanging item(s) due to having to present an invoice/because they no longer have an invoice
  • 35% could not pick up or receive the goods because they did not have a document at that moment
  • 36% had to come in person to hire/change their telephony plan because they had to show some kind of document.
  • 34% did not change the owner of the consumption account (electricity, water, telephony, gas, etc.) due to lack of a document
  • 19% were unable to buy/sell/rent a car because they did not have an identity document at the time

The survey also showed that 90% of the Brazilian population, if they could, would solve everything via the Internet, and for 85% it is easier to solve bureaucratic issues online. Furthermore, seven out of ten Brazilians advocate the use of digital forms of identification, such as facial recognition, to access stores or services of their choice.

According to Paulo Alencastro, executive vice president and co-founder of Unico, the survey data points to huge growth potential for segments such as retail with the advent of digital identity technologies. “The introduction of digital identity in various sectors of the economy can not only make transactions more secure for people and companies, but also simplify the consumption path, making it easier for the population to access goods and services,” he estimates.

According to Renato Meirelles, president of the Instituto Locomotiva, consumers are already facing many challenges related to income and cost of living on a daily basis. “Therefore, it is important that the purchase of goods and services is easier and more practical for Brazilians. It is wrong to think that shopping in the 21st century is the same as in the 20th century. The consumer has changed, and it is difficult for shopping to keep track of this change,” he comments.
