Genshin Impact 2.8 Release Date
Genshin Impact 2.8 release date is scheduled for July 13, 2022. this is taken from Hoyoverse notification posted on May 19Not only does it indicate a new release date for Patch 2.7, but it also confirms that the normal six-week patch cycle will resume and Patch 2.8 will be released in July.
Again, while this is subject to change if another delay occurs, it’s still a pretty strong statement of intent from Hoyoverse, so we can take it as written for now.
Genshin Impact 2.8 Banners
Heizou is rumored to be a future character, but Hoyoverse finally officially announced him on May 16. Beta 2.8 game data also caused Heizou’s ability data to leak online at places like Honey Hunter.
This follows the pattern of Yelan and Kuki Shinobu: two new characters that were first announced and introduced in beta 2.7, now make their debut in the current Genshin Impact banners for patch 2.7.
While the Hayzow banner release date has yet to be confirmed, we’d be surprised if it didn’t show up at some point in patch 2.8.
The first concrete rumor about Heizou came in mid-February from a well-known Genshin Ubatchi insider:

After Heizou’s announcement and the start of Beta 2.8, another trusted leader named Lumie suggested that Heizou would be in the first patch 2.8 banner:

Rumor has it that, like Kuki Shinobu, Heizo is a four-star character, meaning he’ll likely appear as a four-star option on another character’s banner (four stars).
Genshin Impact 2.8 Events
Genshin Impact 2.8 events are yet to be confirmed, with several rumored 2.8 beta leaks already appearing online. For example, according to the leader of Genshin Intel, we could get a new event to get Fischl for free:
The main event of 2.8, “Summer Sea Voyage” (Summer Islands v2), rewards event currency (somewhat similar to Shiny Wreckage in 1.6).

Genshin Impact 2.8 live stream
The live stream for Genshin Impact 2.8 has not been announced yet, but the previous live streams took place 10-12 days before the release date of the new patch.
With the release of version 2.8 on July 13, the live stream will take place between Friday, July 1 and Monday, July 4. Hoyoverse has already set a precedent for weekend live streaming.
