One of your best bets is to pack some of the best items in the game, but it’s still not guaranteed to contain the Ultimate TOTS item.

At the end of a chapter, players receive a pack containing a player with a rating of 93 or higher from the following leagues:
Thus, the chances of getting Ultimate TOTS increase, but it is not guaranteed. It’s also much cheaper than the 94+ TOTS Player’s Choice, which comes out the same day. A guaranteed Ultimate TOTS pack could also be on the way, given that EA Sports has raised the thresholds.
